Alpa is a famed producer of many high quality artisanal goods, and we bring exotic goods from our far flung colonies. As a mercantile people, we would love to see our goods reach your markets. Naturally, we would also welcome the opportunity for your own merchants to sell their wares in Alpa.
Traditionally, Alpa has sought treaties allowing mutual access to markets in both respective realms, so please let me be so bold as make the first move - would these terms be acceptable to Pestin?

Welcome to Pestin-Grad, Envoy. You speak plainly on a matter of much interest to the Merchant Republic, as we have considerable interest in markets and commerce. One need only look at the sheer number of ships in the harbor to see how this has borne fruit for us.
Your proposal will no doubt command much interest in the Council. Please, consider us interested.
The vessels in your port did indeed inspire much admiration in our delegation. We look forward to the day some of those vessels grace our ports with their presence, just as we hope our own may add to the hustle and bustle of your own.
Would a blanket mutual granting of access to our respective realms’ ports and markets be acceptable?
May I present the following draft clause for your perusal;
There shall exist a state of free access for merchants between the realm of Pestin and the realm of Alpa - and all of their ports and markets across Yevia and Weslif, granting equal access to the markets of each realm under the condition that local levies, fees and taxes are payed, and so long as local customs and laws are followed.
