Alpa - Portucalense catchup

Sean Ó Clutth
Envoy of the Alpan Kingdom

Esteemed Dom Rui Lourenço de Barcelos, on behalf of the King and Court of Alpa, we thank you for graciously receiving us. It is always a pleasure to be among friends as good as yourselves. I have been instructed by His Majesty to convey his warmest tidings to your honorable Prince, and that it has been too long since he has enjoyed your hospitality himself. You will always have a friend in Alpa. News of development in Portucalense has been received in Alpa with great intrigue, your marvels of both administration and technological curiosities leave King Brienn with much anticipation and interest. While he would have loved to make the voyage himself, there is much work to be done in Alpa that requires his personal oversight.

That being said, His Majest wishes to learn all he can from our partners in the East, and as such has sent me to express a desire on our part to observe and soak up any knowledge we can. Brienn-King would like to send a delegation to observe your new fiscal practices to see what lessons we may learn from you. Likewise, there is great interest in developing a vessel capable of escorting our convoys across open waters to our far flung colonies, perhaps an interest your Prince shares. Combining the input of the greatest shipbuilders in all of Weslif would surely achieve such a feat. I’m sure there is much more we can reach agreement on, but these are the matters the Alpan Realm would like to bring to the table.

Dom Sean Ó Clutth, Envoy of the Alpan Kingdom,

You are most welcome in Guimarães, and we thank His Majesty King Brienn for his warm words and continued goodwill. The friendship between Alpa and Portucalense has never been taken lightly by our Prince, nor by those entrusted with the conduct of his affairs.

It pleases us to hear that the recent reforms of our realm have stirred interest beyond our shores. Portucalense has been shaped as much by necessity as by design, and if there are lessons to be drawn from our experience, we are not opposed to their careful sharing among trusted partners. A limited Alpan delegation may therefore be received, under Crown supervision, to observe the structure and intent of our fiscal practices. Such observation would be undertaken in the spirit of mutual understanding rather than instruction, and with full respect for the sovereignty of both realms.

As to the matter of convoy protection, you touch upon a concern long shared by our Prince. Portucalense’s lifeblood runs upon the sea, and while our mariners are seasoned, the growing reach of trade demands vessels better suited to endurance, command, and escort beyond coastal waters. A joint effort between Alpan shipwrights and Portucalense naval masters is a proposal worthy of serious discussion, provided that design, cost, and deployment serve the interests of both crowns and the wider security of our shared trade routes.

These matters merit deliberation rather than haste. If it pleases His Majesty, we would welcome further talks to define the boundaries, expectations, and safeguards of such cooperation, so that any undertaking strengthens trust rather than strains it.

Convey to King Brienn that he would be received here not merely as a guest, but as a friend long expected. Until such time, you have our courtesy and our attention.

By the Prince’s authority,
Dom Rui Lourenço de Barcelos

Excellent, I will send word for a delegation of administrators and scholars to observe these new reforms in practice. It is my hope that these reforms will lead to insights that will benefit the Kingdom of Alpa should we choose to implement them.

Indeed. As you well know Alpa’s prosperity is also closely tied to our mercantile efforts, threats to which grow by the day as those less fortunate than ourselves - and equally lacking in X - seek to take for themselves that which isn’t theirs to take. For these reasons, I would like to see our shipwrights come togetherto design a vessel that suits both of our needs, should such a design exist.

I will personally convey these sentiments to my King, I’m sure it will bring him much joy.

By the Prince’s authority,
Dom Rui Lourenço de Barcelos

Your message is received, and we welcome the clarity of Alpa’s intentions. Portucalense will arrange for the reception of the administrators and scholars you propose. Their visit will allow for practical observation of our fiscal reforms, conducted under Crown supervision and with due regard for the independence of our institutions.

On maritime security, we share your assessment. The Prince is prepared to convene a joint council of shipwrights and naval officers to determine whether a vessel can be designed that serves the needs of both realms. Any such effort should remain focused on practical requirements, particularly endurance and convoy protection, and should not bind either Crown beyond its interests or capacity.

We are pleased that these views will be conveyed to His Majesty King Brienn, and we look forward to continued cooperation in matters of shared concern.

Sean Ó Clutth
Envoy of the Alpan Kingdom

The Kingdom thanks you for your hospitality, Dom Rui. I am sure we have much to learn from your administrators. Likewise, a joint council is in both of our interests and will be committed to by the kingdom.
