Armand Bérard
Permanent Representative
Republic of France
Distinguished Delegates,
France expresses its deep concern over the unfolding events in Suriname. The assassination of Prime Minister Severinus Desiré Emanuels, along with several members of his government, marks a grave moment, not only for Suriname, but for the international community as a whole.
France condemns in the strongest terms all acts of political violence, regardless of their motivation. Political change cannot and must not be achieved through terror.
At the same time, we recognize that the events in Suriname, like the unrest seen in Timor-Leste and Belize, are part of a wider historical reckoning. Around the world, nations and peoples are calling for the right to determine their own future.
France reaffirms its commitment to the principles of self-determination, sovereignty, and international legality. We therefore urge all parties to de-escalate, to protect civilians, and to commit to dialogue.
France supports the creation of an international observation mission, under UN auspices and composed of neutral states, to assess the situation in Suriname and report to this Assembly. We are ready to cooperate with regional partners and the Kingdom of the Netherlands to find a peaceful and constructive path forward.
Our country also has secure military facilities in the neighboring nation of Guyana, so we will be able to provide the security, transportation or support needed by the members of the delegation if required.
Let this be an hour not of chaos, but of conscience.
Thank you.
