Franco-German Licensing Agreement of 1961

  1. The Fifth French Republic (henceforth mentioned as France) will supply the Federal Republic of Germany (henceforth mentioned as Germany) with 20 Aérospatiale Alouette II SE 313 helicopters for the total price of $1.621.200, to be delivered in 1962.
  2. France will supply Germany with the license of the Aérospatiale Alouette II SE 313 to be manufactured in Germany, with a 5% licensing fee paid after each helicopter manufactured. Accordingly, Germany will pay France $2.383.164 for it’s planned production of 588 Alouette II’s. Further production will result in further fees paid at the 5% margin.
  3. France will supply Germany with 200 Panhard AML-90’s for the total price of $16.800.000, to be delivered in 1962.
  4. France will supply Germany with the license of the Panhard AML-90 to be manufactured in Germany, with a 5% licensing fee paid after each tank manufactured. Accordingly, Germany will pay France $8.862.000 for it’s planned production of 2.110 Panhard AML-90’s. Further production will result in further fees paid at the 5% margin.
  5. France will supply Germany with 20 Dassault Mirage IIIC’s for the total price of $24.318.000, to be delivered in 1962.
  6. France will supply Germany with the license of the Dassault Mirage IIIC to be manufactured in Germany, with a 5% licensing fee paid after each aircraft manufactured. Accordingly, Germany will pay France $20.670.300 for it’s planned production of 340 Mirage IIIC’s. Further production will result in further fees paid at the 5% margin.
  7. France will supply Germany with 15 Dassault Étendard IVM’s for the total price of $44.100.000, to be delivered in 1962.
  8. France will supply Germany with the license of the Dassault Étendard IVM to be manufactured in Germany, with a 5% licensing fee paid after each helicopter manufactured. Accordingly, Germany will pay France $30.135.000 for it’s planned production of 205 Étendard IVM’s. Further production will result in further fees paid at the 5% margin.
  9. Germany will undertake not to sell any of these weapons to any foreign nation. Germany will be allowed to make any adjustments or modifications upon further agreements to these aforementioned items, but will provide France with full documentation and rights to any such adjustment or modification, as well as the blueprints of any vehicles made using these items.
  10. Germany will supply France with the license of the enginer and transmission power pack developed for the EuroPanzer project, with a 5% licensing fee paid after each vehicle manufactured using either or both of these components. France will be allowed to make any adjustments or modifications upon further agreements to these aforementioned items, but will provide Germany with full documentation and rights to any such adjustment or modification, as well as the blueprints of any vehicles made using these items.
  11. For the entire arms deal, Germany will pay $148.889.664 upon signing.

Summary:

France will supply Germany with the following:

  • 20 Aérospatiale Alouette II SE 313 helicopters and their license
  • 200 Panhard AML-90’s and their license
  • 20 Dassault Mirage IIIC’s and their license
  • 15 Dassault Étendard IVM’s and their license

Germany will supply France with the following:

  • The engine and transmission power pack license of the EuroPanzer project
  • $148.889.664 upon signing
