Article I – Purpose and Principles

In recognition of the shared strategic, civilizational, and ideological interests of the Republic of South Africa and the Portuguese Republic, and in view of growing subversive threats within and beyond their respective territories, the following confidential agreement establishes a bilateral framework for discreet cooperation in matters of internal security, counterintelligence, and party discipline.


Article II – Scope of Cooperation

1. Intelligence Support and Exchange

  • The Polícia Internacional e de Defesa do Estado (PIDE) shall provide technical assistance to the Bureau of State Security (BOSS) in the identification, surveillance, and neutralization of extremist elements both within the African National Congress (ANC) and the National Party (NP).
  • A secure communications channel will be established between Pretoria and Lisbon for the exchange of intelligence assessments and classified dossiers.

2. Structural Reform of BOSS

  • PIDE will assist in the organizational restructuring of BOSS along tested lines of the Portuguese internal security model.
  • A training program will be established for senior BOSS officials, who shall attend instruction sessions in Lisbon or Luanda under cover identities. Portuguese instructors may be quietly embedded within South African institutions.

3. Loyalty Assurance and Ideological Vetting

  • Portuguese specialists will advise on the implementation of loyalty audits within the BOSS, NP political structures, and affiliated security forces.
  • Tools and frameworks for ideological profiling, network tracing, and infiltration detection shall be shared to fortify South African internal discipline.

4. Joint Operations (Optional Clause)

  • When deemed mutually beneficial, joint covert operations may be authorized targeting transnational cells operating across Portuguese Angola, Mozambique, and Southern Africa.
  • Authorization for such activities shall require direct approval from both Pretoria and Lisbon through designated liaison officers.

Article III – Secrecy and Plausible Deniability

  • This agreement shall remain strictly classified at the highest levels of both governments.
  • All cooperation will be conducted under civilian or non-descript institutional covers to ensure no traceable association to either PIDE or BOSS.
  • Public disclosure or political association is strictly forbidden unless mutually agreed upon under emergency protocols.

Article IV – Duration and Termination

  • This agreement enters into force upon countersignature and shall remain in effect for a minimum term of five (5) years, renewable by mutual consent.
  • Either party may terminate the agreement with 90 days’ written notice, though ongoing operations at the time of termination shall be managed according to agreed exit protocols.
